There are a few inexpensive solutions to cut down the number of accidents on the infamous S-curve at Oak St Beach in Chicago. If the city would install police lights (like on top of the car) along the break wall at the S-curve people would slow down. I have witnessed less accidents when a patrol car with the lights on is in the area of the curve. Another inexpensive solution would be to line the break wall with reflective tape.
