There are a few inexpensive solutions to cut down the number of accidents on the infamous S-curve at Oak St Beach in Chicago.  If the city would install police lights (like on top of the car) along the break wall at the S-curve people would slow down.
I have witnessed less accidents when a patrol car with the lights on is in the area of the curve.
Another inexpensive solution would be to line the break wall with reflective tape.

I am writing this post to WARN people who allow their dog to swim in Lake Michigan in Chicago.
Chicago's beaches are OFTEN closed due to E.coli bacteria.

A majority of people who I have met at the beach with dogs have had problems with illness due to the bacteria.  
LOOK FOR THE FLAGS.  I know at Oak Street, if you do not know where to look for the flag you wouldn't even notice it due to placement.  The flag is located on the bike path by the Oak Street ramp entrance.

Most of the dogs ended up with a case of Giardia. Please use caution when allowing your dog in Lake Michigan

Suggestion: Utilize the walls in the tunnels to educate people about the beach.  Instead of costly signs, just paint where the flags are located, what they mean.  Other beach/bike path laws/safety rules can also be posted.
